Ecco perché in Italia c’é ancora violenza negli stadi: Il caso derby Torino-JuventusThat’s why in Italy hooliganism is still prevailing: The derby match Torino-Juventus

Sono un tifoso Granata e nonostante la mia soddisfazione per il successo nel Derby cittadino di Domenica scorsa non posso che essere rammaricato per i deprecabili comportamenti di alcuni tifosi (sempre che si possano ancora definire tali) di entrambe le squadre durante il Derby cittadino.

Il Bus della Juventus preso a sassate mentre attraversava la cittá, la bomba carta lanciata in mezzo ai tifosi Granata dalla tifoseria Juventina dimostra quanto vergognosa sia ancora la mentaitá di pochi esasperati estremisti.

Non é mia intenzione fare classifiche su chi é stato piú o meno pericoloso perché alla fine l’unico risultato evidente é che l’immagine della cittá é stata sporcata e ancor piú grave l’immagine di tutto un paese. Un paese che nel 2015 non riesce ancora a trasformare gli stadi in luoghi di divertimento senza rischio.

Un paese civile e moderno deve riuscire a sopprimere questi episodi attraverso l’educazione delle persone ma se come spesso accade l’educazione non esiste o é impossibile da stimolare si rende necessario agire con la forza e la pura repressione. Cosí hanno fatto tutti gli altri paesi Europei dove la violenza negli Stadi era un grosso problema. L’Inghilterra per prima e la Germania seconda hanno semplicemente debellato il fenomeno grazie ad un forte rigore. Sono state introdotte regole per cui chi sbaglia paga a caro prezzo i propri errori con pene severe che arrivano anche alla detenzione. Questo é l’unico dialogo possibile se una parte é volutamente sorda. Questo é quello che credo debba essere fatto in Italia dove invece il Dio Calcio sembra quasi intoccabile nonostante lacune di sicurezza cosí evidenti. Il risultato é che lo stadio non é piú un posto in cui vince lo sport e il divertimento ma un rischioso campo di battaglia in cui é meglio non andare con tutta la famiglia. Esiste poi un ulteriore problema meno etico ma comuqnue importante e cioé il fatto che gli stadi si svuotano e i soldi vanno agli operatori televisivi che raccolgono sempre piú spettatori. Esattamente il contrario di quello che accade in Inghilterra e in Germania dove gli stadi sono costantemente pieni ogni giornata del campionato. Provate a comprare un biglietto per un match di qualunque squadra Tedesca e vedrete. Questo ultimo aspetto dovrebbe essere un incentivo per le societá a diventare piú sensibili sull’aspetto sicurezza ma invece stranamente non succede.

In Italia esiste ovviamente un grande problema di educazione civica e l’esempio piú evidente si é visto a Torino dove il Signor Vincenzo, “buon” Padre di famiglia, va alla partita insieme a suo figlio  ma nel frattempo si diletta ad insultare e prendere a pugni il bus della Juventus in transito e lui dice: “a mano aperta, non pugni” come se cambiasse qualcosa nel gesto e nel problema.  «Ma allo stadio queste cose ci stanno. Le diciamo da sempre, lo dicono tutti. È il calcio che è fatto così. Io non sono un teppista» dichiara Vincenzo mentre gli chiedono come mai lo facesse davanti a suo figlio. Questo é il problema educativo, il padre che in automatico autorizza il figlio a determinati comportamenti.

Oppure l’esempio del padre di Danilo Limina uno dei leader del gruppo juventino “Tradizione” (chissa poi quale) che dopo la condanna DASPO (Divieto di Accedere alle manifestazioni SPOrtive) a 3 anni dichiara: «Mio figlio è stato un fesso. Nel video si riconosce benissimo. Ha fatto una stupidaggine. Dovrà stare per un po’ lontano dagli stadi? Meglio così, gli servirà da lezione». Fesso? La solita e unica colpa del farsi trovare in flagrante? Come se fosse un merito agire in incognita per scamparla, come se il problema di nuovo non é il gesto ma il fatto di essersi fatto prendere.

Questo é il problema educativo Italiano e spesso negli stadi fra le tifoserie é quanto mai grande. Qui é dove bisogna agire. Non mi aspetto un’evangelizzazione pacifica perché come dicevo prima é impossibile parlare ad una persona che non vuole ascoltare. Quindi se non vuoi ascoltare e imparare te ne stai lontano dagli stadi o peggio in galera. Punto. Non esiste altra alternativa.

Ci si aspetta quindi un paese, un sistema che contrasti seriamente il problema ma come al solito l’incapacitá regna sovrana. Sono state inserite inutili tessere del tifoso, biglietti nominativi, tornelli agli ingressi, condanne DASPO, telecamere all’interno degli stadi ma i risultati rimangono molto scarsi. Dov’é quindi il problema?

Abbastanza semplice secondo me, nel fatto che come sempre in Italia non si punisce severamente, il sistema non é forte nelle pene per chi trasgredisce le regole. Chi viene preso in flagranza di reato poi in qualche modo riesce a tornare al posto di prima, riesce a tornare in questo caso allo stadio e delinquere nuovamente.

Prendiamo ad esempio il Derby di Torino: Luca Lippo altro leader del gruppo Juventino Tradizione condannato alla pena piú alta con 8 anni di interdizione dagli stadi e obbligo di firma. Mi spiace da tifoso del Torino commentare questa sentenza perché non vorrei essere accusato di faziositá e quindi confido sull’intelligenza del lettore. Questo esempio nonostante i colori della squadra é significativo per capire quale é il problema Italiano.

In questo caso sembra quasi che la pena sia corretta ed esemplare e che tutto si risolve ed invece questo specifico caso evidenzia proprio tutte le falle del sistema Italiano.

Luca Lippo infatti ha una storia ben nota alle Forze dell’Ordine e non é alla sua prima esperienza con la giustizia. Oltre ad essere uno storico Ultrá della Juventus quindi una star nella tifoseria, era di conseguenza giá ben conosciuto ma mai punito come forse avrebbe meritato. Il Signor Lippo infatti era giá stato condannato al DASPO per ben due volte. Nel 2004 per lancio di petardi e nel 2009 per disordini e nonostante questo si trovava nuovamente allo stadio durante il Derby dimostrando di nuovo la sua pericolositá o diciamo la sua incongruenza con un evento sportivo. Tutto normale? Un “tifoso”del genere potrebbe mai trovare ancora posto negli stadi Tedeschi o Inglesi? La risposta come sempre é scontata ma in Italia invece tutto sembra possibile. In altri paesi piú evoluti sarebbe espulso a vita dagli Stadi considerata la sua reiterazione ma da noi no.

La cosa che fa ancora piú scalpore di tutta la vicenda é che dopo il secondo DASPO il Signor Lippo fa ricorso al TAR che gli dá anche ragione annullando la sentenza. In Italia quindi un individuo che oggi é condannato a 8 anni di DASPO, con altre due condanne alle spalle che provano la sua propensione ai disordini viene anche premiato con uno sconto di pena da parte di un tribunale. Considerati gli eventi del Derby mi sembra evidente che l’individuo non nasconde una certa pericolositá ma chissa come mai in Italia esiste sempre qualche tribunale che riesce a dimostrare clemenza. Ogni sentenza va rispettata e sicuramente avrá le sue ragioni ma dal mio punto di vista non si stava sicuramente punendo un innocente.

Proprio qui sta il problema, non deve esistere la clemenza in questi casi ma solo un inasprimento delle pene. Bisogna inasprire fino ad arrivare al carcere, bisogna non solo inibire l’accesso alle partite ma a tutti i luoghi pubblici. Almeno finché la persona non impara. Non é possibile che delinquente si possa trovare ancora allo stadio dopo 2 condanne. L’educazione é importante e sicuramente in Italia abbiamo ancora molto spazio di miglioramento ma se questa non arriva in fretta e non é ancora sufficiente per crescere persone civili l’unica alternativa rimane la dura repressione.

Ripensando alle mie parole direi che la definizione corretta per il metodo é “Sicurezza Fascista da Stadio” ovvero l’unico esempio in cui ristabilire una storica abitudine di repressione da parte dello Stato Italiano. Mai democratica, eccessiva ma sicuramente efficace per i suoi scopi. D’altronde se democrazia vuol dire poter rientrare allo Stadio dopo 2 condanne allora mi sento giustificato a sperare nella dittatura almeno per questi specifici ambienti. Poi diciamocela tutta grossa fetta della tifoseria Ultrá Italiana non potrá che esserne felice considerando la loro non nascosta simpatia per il passato di rigore dittatoriale Italiano. Vi piace cosí tanto il Fascismo? E allora iniziamo ad applicarlo solo per la sicurezza negli Stadi. Vi abbuoniamo solo l’olio di ricino ma se vi manca anche quello cari Ultrá (violenti) potete sempre farne richiesta.

Io un Luca Lippo non lo voglio piú per strada, non ha ucciso nessuno ma sicuramente stá uccidendo il calcio, lo sport e l’immagine dell’Italia.I am a Torino supporter but although my satisfaction because of the derby match win last Sunday I regret for the deplorable behaviour of some supporters (if we can still define them this way) of both teams during the last match.

Juventus team bus under an hail of stones while crossing the streets, a paper bomb thrown from Juventus sector against Torino supporters, both episodes show how miserable is the mentality of few exasperated extremist supporters.

Is not my intention to evaluate who was more dangerous because at the end the last and unique result is the dishonour of the city image and even of the entire country. A country not able in 2015 to make the stadium a safe amusement place.

A modern and civil country should manage to suppress those episodes through people education and if it does not happen (and is not happening in Italy) the State must acts forcefully to repress it. That’s what the other countries with sever hooliganism issues did. UK and Germany for example they’ve simply deleted the problem thanks to strictness. New rules has been introduced where the guilty gets pricey punishments up to fast and easy jailing. that’s the only reasonable dialogue if one side is voluntarily deaf. That’s what must be done in Italy where the Football God seems to be untouchable although shows so many evident security lacks. The Stadium at the end turns into a place where sport and fun do not lead and family are not welcome. An other less ethic but also important aspect must be considered, football clubs are loosing live events money all going to the TV broadcasters. Exactly the opposite what’s going on in UK and Germany where stadiums are constantly packed and it is difficult to buy a ticket for any matches during the yearly championship. This last aspect should be an incentive for Clubs to become more sensible about safety but strangely in Italy does not happen.

In Italy there’s a big civic-mindedness lack and we’ve seen a perfect example in Torino where Mr Vincenzo a “good” family man goes to the match with his son but in the meanwhile likes to insult and punches the proceeding Juventus Bus and declares to the press: “I hit with the open hand, I did not punch it” as it was a different acting. “In the stadium these behaviours are accepted. We do it since long time, everybody accepts it. Football works in this way. I am not an hooligan.” Vincenzo declares while the journalist is asking why he was doing it in front of the his son. That’s the educational problem, a father who automatically allows his son to a bad behaviour.

Or the example of DaniloLimina ‘s father. Mr Limina is a supporter leader of a Juventus supporter group called “Tradizione” (“Tradition” difficult to understand which one) and got a 3 years DASPO (Italian interdiction to any sport events) for the derby events. The father declared:”My Son has been silly. In the video you can see him clearly. He made a stupid things. Does he have to stay away from stadiums? Well better, it will be a lesson to learn”. Silly? The only fault was to be caught while acting? Like it was a value act in incognito, like the problem is not the acting itself but the fact he has been caught.

That’s the Italian educational problem and often among the football club supporters is stronger. Here is where acting is essential. I don’t expect any peaceful evangelize because as I said is impossible to discuss with somebody who does not want to listen. Then if somebody does not listen nor learn, this somebody can stay away from stadium or even in jail. That’s it. There’s no option.

I’m expecting a country, a system able to seriously oppose to the problem but as always in Italy the public incompetence prevails. Many rules has been introduced years after years: Supporters ID cards, name Tickets, turnstile at the entrance, DASPO, Internal video surveillance systems but the results are still poor. Where’s the real problem?

Quite easy in my opinion. The problem lays in the not severe punishment of the Italian system. A system that is not that strong to whom breaks the law. The caught guilty makes it somehow to get back in the same place where he was before, He can go back to the stadium and break the rules again.

Let’s take as an example again from Torino Derby: Mr Luca Lippo another “Tradizione” supporter group leader has been banned from stadiums for 8 years and he’s now oblige to sign in the nearest police station during a football match. Being a Torino supporter I am sorry  to comment this example because I need to hope onto the reader intelligent to  avoid being blamed of support bias. But this case is substantial to understand the Italian problem.

This judgement sounds fare, the punishment is correct and exemplar, all problems solved but is exactly this case showing the lacks in the Italian system.

Mr Luca Lippo has a long legal record well known by the authorities and he is not at the first experience in front of the justice. Beside being a memorable Juventus Ultrá thus a supporter super star, he was consequently well known but never got an appropriate punishment. Mr Lippo has been banned already with DASPO already twice. In 2004 for throwing petards and in 2009 for riots but nevertheless he was again into the stadium during the last derby match showing his dangerousness or let’s say his inconsistency with a sport event. Is that all normal? Can such a “supporter” be able to follow in UK or Germany a football match in a stadium? Easy answer but in Italy anything is possible. In other countries he would get a lifetime banned punishment only considering his reiteration in breaking rules, in Italy not.

But there another wrong aspect of the whole Mr Lippo story. After the second DASPO ban Mr Lippo raised a complain to the regional court (TAR) and the court deleted the second DASPO Stadium interdiction. In Italy a guy that today gets 8 years stadium interdiction punishment, two sentences in the past, he’s been awarded by the court with a punishment discount. This man is clearly dangerous but strangely some court is able to show unfitting mercy. Every court sentence must be respected and surely it had his proofs but this guy is anything than an innocent.

Here the problem, mercy should not exists in those cases but only punishment souring. Embitter till reaching the jail, because this people should stay away not only from stadium but from any public place. At least till they learn. It is not possible to have a criminal in the stadium after two former sentences. Education is important and in Italy we still have plenty of room to improve but when it does not happen fast or it is not enough to grow civilized people the only alternative is the strong suppression. It happened everywhere why not in Italy?

Thinking about my own words I would define the method like :”Safety Stadium Fascism” or rather the best example to rebuild an historical Italian approach to generically repress. Never democratic, extreme but surely efficient for the target. After all if democracy means being back to the stadium after two bans I feel allowed to wish for a dictatorship in this specific cases. And also let’s be honest a big part of Italian club supporters can be at the end really happy. They commonly don’t hide their love to the old right wing dictatorial severity. Do you like so much Fascism? here you are, let’s apply it into the stadium security. We will save you from working camps but if you (supporters) still want it you’ll be able to ask for this special treatment as well.

I don’t want any Luca Lippi in the street any more. He did not kill anybody but surely he’s killing Football, sport and the image of Italy.
